Should the Goals be the ones LRH wrote or ones the "Field" wants to set now, in this unit of time?
Are we attempting to reconstruct LRH's admin scale? or are we constructing an admin scale for the specific need of the field? I similarity not necessarily identity with LRH. We aren't the founder of Scientology, We are doing the admin scale to align and get greater cooperation in the field, not to impose our scale on every Scientologist. I see the process of creation more critical than the end result, for the processes and usefulness is what is missing in the experiential tracks of many Scientologist. Broadening viewpoints and establishing points of agreement will need out weight the narrowing viewpoint and accentuating differences, if this endeavor will succeed. It is more of 3rd dynamic process than a 3D product. It should establish a beingness of cooperation and ARC instead of division and outARC. That is my opinion. It would seem the same question should be discussed for Purposes and Policy.
It is for the 3rd Dynamic of the field as a whole for all groups, politics and bias aside. It is to bring agreement among members of the Dynamic they are a part of, aware of it or not. Some realize they are members, some have no idea as of yet. If we do this right, they unreservedly will. Though, some may never know depending on their awareness of their conditions on a personal level. That is for them to decide and become aware, or not, ethics is a personal thing per the references applicable and will be covered also in the admin scale. Gone are the days of using Ethics technology as weapon or blackmail. No one HAS to take part, but they would be happier if they did, in my opinion.
It is an ongoing process, that is why it is called Third Dynamic deabberation and is a repetitive process, that is why it is worked up and down for maximum agreement. :) It is a work in progress and there is no set time limit. More people are becoming a part of the group daily and are interested as they know the potential of a properly done admin scale.
goals can stay the same in my opinion.
What we need is a strategy how to expand. For this purpose we need an admin scale too.
Admins scales are for use, and can be written up for any activity.
You could start a business--goal is to create a viable cat cemetery. Purposes: 1. To have a place to place cat bodies after they die 2. To help people obtain "closure" regarding their pets. Policy-- To give empathetic service. Plans: 1) To purchase a space large enough to hold the cat bodies. 2) To design cat coffins and get them built 3) To advertise the existence of this service Etc. Etc.
You just follow the steps and work them back and forth until you are satisfied with it. Make sure you have the key words right, particularly is it singular or plural form. See admin dictionary...it is goals, purposes, policy. Not policies. Policy is the key approach to the handling of your organization...any organization has plenty of policies or rule, but you want the stable datum from which all other things in your group flow. Teddy Roosevelt's policy was "speak softly and carry a big stick". That might work for Teddy but it won't work for a cat cemetery.
In Elma WA our policy is to "always deliver what is promised."
Now of course in order to do that we might have to apply hundreds of policies...
Your purposes and ideal scene should be similar.

The Admin Scale was meant to be applied to anything from the smallest post to your personal life to "all" of clearing the planet.
That is why I suggest trying to make one on a simple goal "to build a tree house" just for practice. And, of course, read the Policies on how to do it, it helps with ideas.
Without an admin scale one goes no where.
I had one for FZelma, I just reviewed it and find it needs LOTs of tweeking. But it did help me get started here.

Now I would know to add under purposes, to free beings. I didn't know as much 15 years ago as I do now.
